Detainee reported
the police arrested him on 23 October 2006 from Alif Alif Atoll, Himendhoo
Island. Detainee reported the police released him on 20 November 2006.
Detainee reported he witnessed a policeman beating a fifteen year old boy at the
beach near his work place in Himendhoo Island on 15 October 2006. Detainee
reported he shouted for help and ran to the boy when he saw the police beating
on the boy’s face. Detainee reported twelve policemen in "star force" uniform
surrounded him and held his hands behind his back. Detainee reported the he
heard another policeman asking the police around him to let go of him. Detainee
reported the police released him and ordered him to leave the area.
Detainee reported twelve policemen in "star force" uniform approached him at his
work place on the same day, handcuffed him behind his back and dragged him to
the Island Office. Detainee reported the police held him in an open area and
informed his reason of arrest as obstructing police duties. Detainee reported
the police advised him not to engage in "such" acts and released him without
charge at around 01:30 on 16 October 2006.
Detainee reported he received summons from the police on 23 November 2006,
calling him to attend the Himendhoo Island office at 20:30 on 24 October 2006.
Detainee reported he visited the Island office on 24 October 2006, and the
police asked him to come back again along with his clothes and personal items on
25 October 2006. Detainee reported the police informed him that he was to travel
out of the island for queries. Detainee reported the police transported him to
Dhoonidhoo Island Detention Center by speedboat at around 20:30 on 25 October
2006. Detainee reported the police transported four other detainees with him.
Detainee reported the police held him in an open area for a few hours. Detainee
reported the police took him to a small cell which lacked ventilation at around
18:30 on the same day and held him with three other detainees. Detainee reported
the police provided him with a mat and edible food. Detainee reported the toilet
was in fetid condition.
Detainee reported the interrogating authorities questioned him on 09 November
2006 as to whether he performed Friday prayers at a local residence and whether
had an argument when some people entered the place videotaping the prayers.
Detainee reported he explained to the interrogating authorities that he went to
the place to perform his prayers but he did not participate in a fracas.
Detainee reported his lawyer accompanied him throughout the interrogation and he
signed a statement accordingly on the same day.
Detainee expressed concern that the police provided a chit on 09 November 2006
which informed his reason of his arrest as taking part in anti-religious
activities.
Detainee reported the police refused to grant him access to his wife but allowed
him to telephone his wife for approximately two minutes on a date he could not
recall.
Detainee reported a judge at the interrogation room at Dhoonidhoo Island
Detention Center extended his detention period by a further fifteen days on 14
November 2006. Detainee reported he requested the judge to confine him to Male'
as his family suffers financially due to his imprisonment. Detainee reported the
judge refused his requests.
Detainee reported the police transported him to Atholhuvehi, a police base in
Male', on 20 November 2006 and informed him that he was released. Detainee
reported the police informed him that he should inform the detaining authorities
before traveling out of Male'.

Acquaintance of detainee reported the detainee received a summons calling him to
attend the police base at Himendhoo Island on 23 October 2006 within one hour
with clothes and personal items. Acquaintance of detainee reported the police
transported the detainee for interrogation and then transferred the detainee to
Dhoonidhoo Island detention center by boat on the same day.
Acquaintance of detainee reported he thought the police arrested the detainee
for allegedly participating in a fracas between the members of the ruling
political party, DRP, and Himendhoo Island community. Acquaintance of detainee
reported the fracas resulted because members from DRP visited
Himendhoo Island and forcefully entered the
residence where the Himendhoo Island communities perform their prayers, took
video clips and refused to leave the premises when community representatives
asked.
